Technical debt vs product velocity: a sane balance

Teams stall when every sprint is firefighting and when every refactor is sold as a two-week freeze. Label debt, price it, and schedule it like product work.
Three debt tiers
Tier 1 blocks revenue or security. Tier 2 slows every feature. Tier 3 is cosmetic. Only Tier 1 and Tier 2 belong on the roadmap with dates.
Budget a maintenance ratio
Many product teams reserve fifteen to twenty percent of capacity for reliability and developer experience. Publish that ratio so sales and support align expectations.
